The Technical Code establishes requirements for an independent assessment of land plots taking into account property rights and restrictions (encumbrances) in relation to them, including land plots that can be formed in accordance with the legislation of the Republic of Belarus (land plots), valuation subjects, valuation methods and methods for calculating the value, requirements for the valuation procedure, including individual valuation and cadastral valuation, requirements for valuation documents, including their composition, execution, signing, is required to the result of an independent evaluation. The Technical Code is applied by appraisers in the provision of services for the independent appraisal of land plots, appraisers in the conduct of an independent appraisal (independent appraisal) of land, including an individual appraisal and cadastral appraisal, as well as appraisers of the appraisal of the appraisal, experts in the appraisal of the appraisal of the appraisal when conducting an examination of the reliability of an independent assessment of land plots. Технический кодекс устанавливает требования к проведению независимой оценки земельных участков с учетом имущественных прав и ограничений (обременений) в отношении них, в том числе земельных участков, которые могут быть сформированы в соответствии с законодательством Республики Беларусь (земельные участки), предметы оценки, методы оценки и методы расчета стоимости, требования к процедурe оценки, в том числе индивидуальной оценке и кадастровой оценке, требования к документам оценки, в том числе их составу, оформлению, подписанию, требования к результату независимой оценки. Технический кодекс применяется исполнителями оценки при оказании услуг по независимой оценке земельных участков, оценщиками при проведении независимой оценки (проведение независимой оценки) земельных участков, в том числе индивидуальной оценки и кадастровой оценки, а также исполнителями экспертизы достоверности оценки, экспертами по проведению экспертизы достоверности оценки при проведении экспертизы достоверности независимой оценки земельных участков. Технический кодекс может использоваться при проведении внутренней оценки, а также судебными экспертами при назначении судебной экспертизы по вопросам оценки стоимости объектов гражданских прав
