The technical code establishes the procedure for determining the quantitative and qualitative composition of emissions of pollutants in exhaust gases of diesel engines during the construction and restoration of wells for oil and gas production using instrumental and calculation methods. The requirements of the technical code can be applied to calculate emissions of pollutants in the development of design documentation for the construction and rehabilitation of wells for oil and gas; development of work programs in the restoration (overhaul) of wells for oil and gas; conducting analytical (laboratory) control of the quantitative and qualitative composition of emissions of pollutants in the exhaust gases during operation of diesel engines used in the construction and restoration of wells for oil and gas production; departmental and production control in the field of environmental protection and rational use of natural resources; environmental impact assessment and state environmental impact assessment; maintaining primary accounting and reporting on the effects of pollutants on the air; the implementation of measures for the protection of atmospheric air provided for by the legislation of the Republic of Belarus. The requirements of the technical code apply to the following pollutants: carbon oxide (CO, code 0337), nitrogen oxides, including nitrogen II oxide (N0, code 0304) and nitrogen IV oxide (N02, code 0301), sulfur dioxide (sulfur oxide IV ) (S02, code 0330), benzo (a) pyrene (C20H12, code 0703), total particulate matter (RM, code 2902), hydrocarbons of the C1-C10 aliphatic series (CH, code 0401).
Технический кодекс устанавливает порядок определения количественного и качественного состава выбросов загрязняющих веществ в отработавших газах дизельных двигателей при строительстве и восстановлении скважин для добычи нефти и газа инструментально-расчётными методами. Требования технического кодекса могут применяться для расчёта выбросов загрязняющих веществ при: разработке проектной документации на строительство и восстановление скважин для добычи нефти и газа; разработке рабочих программ при восстановлении (капитальном ремонте) скважин для добычи нефти и газа; проведении аналитического (лабораторного) контроля количественного и качественного состава выбросов загрязняющих веществ в отработавших газах при работе дизельных двигателей, использующихся при строительстве и восстановлении скважин для добычи нефти и газа; проведении ведомственного и производственного контроля в области охраны окружающей среды и рационального использования природных ресурсов; проведении оценки воздействия на окружающую среду и государственной экологической экспертизы; ведении первичного учёта и отчётности о воздействии загрязняющих веществ на атмосферный воздух; осуществлении мероприятий по охране атмосферного воздуха, предусмотренных законодательством Республики Беларусь. Требования технического кодекса распространяются на следующие загрязняющие вещества: углерода оксид (СО, код 0337), азота оксиды, в том числе азота II оксид (N0, код 0304) и азота IV оксид (N02, код 0301), ангидрид сернистый (серы IV оксид) (S02, код 0330), бенз(а)пирен (С20Н12, код 0703), твёрдые частицы суммарно (РМ, код 2902), углеводороды предельные алифатического ряда C1-C10 (СН, код 0401).
