Procedure for extension of the operation life of measuring devices
Порядок продления сроков дальнейшей эксплуатации средств измерений
The Technical Code establishes: the procedure for extending the periods for further operation of measuring instruments (except for measuring instruments installed on blocks of the I explosion hazard category, as well as measuring instruments participating in the ESD systems on blocks II and III of the explosion hazard categories) and gas alarm devices (measuring instruments) operated on hazardous production facilities of the organization; the procedure for determining the term of further operation of measuring instruments that have worked out the service life specified in the operational documentation and in the manufacturer’s passport and require forecasting the term of further operation in order to prolong the service life, according to the owner’s organization (hereinafter the owner), including for measuring instruments, made in explosion-proof design, when organizing their repair according to the current operational documents and in accordance with the requirements of GOST 31610.17, GOST 30852.18. The provisions of the technical code apply to organizations that are part of the Belneftekhim concern, organizations of the Republic of Belarus that use measuring instruments in the production of petroleum products, the extraction of crude oil, the production of nitrogen and phosphorus fertilizers and nitrogen compounds, the production of fiberglass, the production of tires and units in operation I , II and III categories of explosiveness. The owners of measuring instruments, which do not have in their composition technological blocks I, II, III categories of explosive hazard according to TCP 506, independently decide on the extent of distribution of the requirements of this document.
Технический кодекс устанавливает: порядок продления сроков дальнейшей эксплуатации средств измерений (кроме средств измерений, установленных на блоках I категории взрывоопасности, а также средств измерений, участвующих в системах ПАЗ на блоках II и III категорий взрывоопасности) и газосигнализаторов (средства измерений), эксплуатируемых на опасных производственных объектах организации; порядок определения срока дальнейшей эксплуатации средств измерений, которые отработали срок службы, установленный в эксплуатационной документации и в паспорте завода-изготовителя, и требуют прогнозирования срока дальнейшей эксплуатации в целях продления срока службы, по мнению организации владельца (далее-владелец), в том числе и для средств измерений, исполненных во взрывозащищенном исполнении, при организации их ремонта по действующим эксплуатационным документам и согласно требованиям ГОСТ 31610.17, ГОСТ 30852.18. Положения технического кодекса распространяются на организации, входящие в состав концерна "Белнефтехим", организации Республики Беларусь, применяющие средства измерений при производстве нефтепродуктов, добыче сырой нефти, производстве азотных и фосфорных удобрений и азотных соединений, производстве стекловолокна, производстве шин и имеющие в эксплуатации блоки I, II и III категорий взрывоопасности. Владельцы средств измерений, не имеющие в своем составе технологических блоков I, II, III категорий взрывоопасности согласно ТКП 506, самостоятельно принимают решение об объеме распространения требований данного документа.
